Европейская концепция создания систем 3-го поколения, которая во многих чертах сходна с IMT-2000, однако с точки зрения реализации имеет ряд преимуществ. Предлагаемые в UMTS технические решения апробированы в ряде НИР/ОКР, проводимых с привлечением таких крупных фирм-производителей, как Alcatel, Ericsson, Nokia Siemens и др.

универсальная система мобильной связи
Один из стандартов мобильной связи GSM третьего поколения (3G); европейская часть системы стандартов услуг связи третьего поколения IMT-2000. Прогнозируется ввод в эксплуатацию в 2002 г. Имеет полосу пропускания до 2 Мбит/с. Разработкой стандарта занимается группа SMG. Цель UMTS - создание сетей, обеспечивающих глобальный роуминг (Roaming) и предоставляющих широкий спектр услуг по передаче голоса, данных (Data) и мультимедиа. Предлагаемые UMTS скорости передачи данных: 144 Кбит/с при передвижении со скоростью автомобиля, 384 Кбит/с при передвижении со скоростью пешехода и 2 Мбит/с в стационарных условиях (зданиях). Новые 3G-сети будут построены на базе существующих и с использованием их инфраструктуры. Первый этап этой эволюции сетей уже идет. Главные свойства UMTS - новый диапазон 2 ГГц и структура сети на базе пакетов.
